Water Supply Management Program 2040

On October 13, 2009, the EBMUD Board of Directors approved the Water Supply Management Program 2040 (WSMP), a 30-year water plan to provide water for the District's customers. The CEQA analysis was challenged in court, and in a ruling issued on April 11, 2011, the Sacramento County Superior Court directed EBMUD to analyze some potential impacts of one of the plan components in greater detail. On May 24, 2011 EBMUD's Board of Directors set aside the certification of the WSMP 2040 Program Environmental Impact Report (PEIR), and directed staff to revise the program.

On April 13, 2012, EBMUD released a Final Revised Program EIR (Revised PEIR) which studies several resource areas in greater detail, including:

  • potential impacts on the Middle Bar segment of the Mokelumne River and to the Miwok ancestral gathering places;
  • potential impacts from the possible removal of the Middle Bar Bridge as an emergency evacuation route; and
  • viability of joining with neighboring Contra Costa Water District in the Los Vaqueros Reservoir expansion as a supplemental water supply option.

EBMUD's Board of Directors will consider certification of the Revised PEIR and adoption of the Revised WSMP 2040 Final Plan at the April 24, 2012 Board of Directors Meeting, with time and location noted below.
